The port applicable to the policy of direct release of inbound and outbound goods is extended to Shanghai South Port
On November 23, the first batch of 24 domestic brand vehicles that were released directly from Yangshan Special Comprehensive Bonded Zone at the No. 4 checkpoint adjacent to Nangang Port were passing through and entering the port in order. This marks that Shanghai Nangang Port has been officially incorporated into the port applicable to the direct release policy of Yangshan Special Comprehensive Bonded Zone.
The clearance of inbound and outbound goods is an important part of the customs supervision system of Yangshan Special Bonded Zone. The implementation of this system fully reflects the policy advantages of Yangshan Special Comprehensive Bonded Zone in "opening the frontline", creates an efficient trade facilitation environment, and provides policy support for the high-quality development of the new port area.
Shanghai Xinlin Supply Chain Management Co., Ltd., located in Yangshan Special Comprehensive Conservation Zone, introduced the laboratory glassware import project in August 2020. Over the past two years, through the direct release mode, the company has completed the import of about 1000 containers of laboratory equipment, meeting customers' needs to speed up customs clearance. "From the time when the enterprise sends the independent declaration of direct release to the time when it picks up the goods and enters the area, the customs clearance time is further shortened, reducing the customs clearance cost." Ji Jingfang, general manager of the company, said.
In September 2021, the General Administration of Customs approved the acceptance of Yangshan Special Comprehensive Bonded Zone (Phase II). As a newly expanded area in Phase II, Nangang District was officially closed for operation. This area gives full play to its regional advantages in the development of advanced manufacturing industries such as the adjacent Nangang Ro Ro terminal and the new energy vehicles radiating from the new area near the port, and the business volume of automobile bonded storage continues to grow. The port applicable to the policy of direct release of inbound and outbound goods is extended to Shanghai Nangang Port, which will further help Yangshan Special Comprehensive Bonded Zone to play its functions and innovative advantages in the newly expanded area, and promote the high-quality development of the zone to a new level.
"The application of the direct release mode at Shanghai Nangang Port is an important measure taken by Shanghai Customs to support the high-level opening of the new port area, which helps to promote Shanghai Nangang Port to integrate into the overall development plan of Shanghai Port with higher quality and higher standards, attract more high-tech industries to settle in the new port area and Yangshan Special Comprehensive Bonded Zone, and constantly improve the regional comprehensive competitiveness." Zhao Yihuai, the full-time deputy director of the Administrative Committee of the New Portside Area of China (Shanghai) Pilot Free Trade Zone, said.
"It is a powerful practice for Yangshan Special Comprehensive Bonded Zone to promote industrial development through policy innovation, and it is of great significance to promote the high-level opening up of the new port area. Shanghai Customs will continue to strengthen policy supply, optimize actual supervision, focus on supporting the development of emerging businesses and real economy, and constantly promote the exploration and practice of institutional opening of the new port area." Zhang Yi, Deputy Chief of Shanghai Customs, said.
Thanks to the gradual release of policy dividends, Yangshan Special Comprehensive Bonded Zone has maintained a good momentum of development. According to statistics, in the first 10 months of this year, Yangshan Special Comprehensive Bonded Zone achieved an import and export value of 169.5 billion yuan, an increase of 59.4% year on year, and the number of inbound and outbound goods allowed to pass through increased 3.7 times year on year.
